Staff and Research Associates

Maureen Carter-Whitney, Research Director
Maureen Carter-Whitney is an environmental lawyer with a background in legal research and environmental public policy analysis, and a strong interest in sustainable land use planning and in public engagement in environmental decision-making. Prior to joining CIELAP in September 2005, Maureen worked as a legal analyst with the Environmental Commissioner of Ontario. She also teaches courses in environmental law. Maureen has a Bachelor of Laws from the University of British Columbia and Master of Laws in administrative law from Osgoode Hall Law School at York University. She has recently become the updating author of Environmental Approvals in Canada, published by LexisNexis Butterworths.

Susan Holtz, Senior Policy Analyst
Susan Holtz joined CIELAP in 2004 and works on sustainable development research and emergent issues, such as pharmaceuticals contamination of water. She is a policy consultant on issues related to sustainable development, water and energy. She also works on related issues as a mediator, facilitator, and editor. Ms Holtz was the founding Vice Chair of both the Canadian and Nova Scotia Round Tables on the Environment and the Economy. Ms Holtz was also instrumental in setting up the Canadian Environmental Network (CEN). She has served on many advisory bodies and boards, including the Auditor General of Canada’s Panel of Senior Advisors and the Commissioner of Environment and Sustainable Development’s External Advisory Panel.

Steve Kotze, Finance
Steve is responsible for all areas of finance and accounting at CIELAP. He works with various non-governmental organizations in Ontario, and has been the accountant for the Canadian Environmental Network and Plenty Canada.

Eva Mintcheva, Accounts Officer
Eva provides accounting and administrative assistance to the CIELAP office. She has experience in accounts management and holds a degree in computer science.

Anne Mitchell, Executive Director CIELAP
Anne Mitchell, CIELAP’s Executive Director since 1992, brings a unique perspective to the environmental sector. Prior to her appointment to CIELAP, Ms Mitchell helped initiate a shift in the Canadian Government's policy toward the Apartheid regime in South Africa in 1985-86. Her experience and interest in emerging social issues guides CIELAP’s research towards a sustainable approach to environmental problems – addressing the social, economic and environmental aspects of environmental issues. In her capacity as Executive Director of CIELAP, she was instrumental in getting the Supreme Court of Canada to decide that higher life forms are not patentable in Canada. She also contributed to changes in Hazardous Waste and Water policies in Ontario. As well, Ms Mitchell has managed to establish CIELAP as a player in sustainable development initiatives in Canada and internationally. Ms Mitchell has a Masters of Arts degree from the Norman Paterson School of International Affairs at Carleton University.
